Use photos from shared album

I am creating an iMovie project on my iPad Air 2. I have photos in an iCloud Shared Album that I'm trying to drop into the project. Sometimes it works, but other times I just get something that looks like a stopwatch at the top right corner of the photo, but it never drops into the project. What causes this behavior?
